Brief presentation

The American “final proposal” to Moscow and Kyiv was rejected, and any potential US-brokered deal now appears doomed. Ukraine has closed ranks with its European allies to deliver an ultimatum to Russia, demanding a 30-day unconditional ceasefire, which has been rejected by Putin. In response, Moscow outlined a counter-proposal: sending negotiators to Istanbul and, in effect, resuming the talks that were broken off in April 2022. The developments suggest that the US role in trying to mediate the conflict is diminishing, leaving Russia and Ukraine with limited prospects for substantive negotiations. The risk of escalation is increasing.
