This issue opens with an analysis of recent dynamics in American-Russian relations. US expectations for a swift ceasefire in the Russian-Ukrainian conflict have notably declined. Washington is increasingly adopting a long-term view, with a growing consensus that Vladimir Putin is the primary obstacle to any settlement.

In this context, Russian envoy Kirill Dmitriev’s visit to Washington received a cold reception, and broader diplomatic efforts are showing signs of stagnation. Dmitriev’s role is also facing growing criticism from other actors involved in Russian foreign policy.

SIGNIFICANT DEVELOPMENTS

  • Putin is using the revived Arctic Forum to frame the region as both a strategic asset and a zone of confrontation with NATO.

  • The Italian company Ariston has regained control of its Russian assets through the mediation of a Kremlin-connected intermediary.

  • Inside the regime, hardliners are gaining ground. The FSB has arrested prominent businessman Vadim Moshkovich, and there is speculation that former Sverdlovsk governor Yevgeny Kuyvashev may also face prosecution.

  • Figures such as Dmitry Medvedev and Prosecutor General Igor Krasnov are becoming more assertive; we examine their involvement in the appointment of a new official responsible for migration policy.

  • Sergei Kiriyenko’s influence is also expanding. His role spans multiple areas and continues to expand, marked by his involvement in personnel decisions and in matters related to Ukraine.
