Mr. Putin and other top government officials have long suggested that the doping scandal has been blown out of proportion by the West, as part of a plot to cripple Russia. In 2019, then Prime Minister Dmitry Medevedev called the sports ban a “continuation of the anti-Russian hysteria that has already grown chronic.”

“The Russian leadership accepts that doping is a problem but they also think that the West is using it to make Russia more vulnerable,” said Tatiana Stanovaya, founder of R.Politik, an independent political analysis firm.

“There’s also the belief that every country uses doping and it’s just a matter of how to hide it,” she said. “So the Western actions are seen as a double standard.”
